Mr. Kirk retired on December 31, 1995 from the National Security Agency (NSA) after 35 years of Federal Service. At the time of his retirement, he was the Deputy Chief of Installations and Logistics where he managed a 1,300 person workforce responsible for all logistics, facility maintenance, engineering and construction services at the NSA. Prior to that position, Mr. Kirk was the Deputy Director for the Office of Security (M5) between April 1981 and November 1992. He was the Deputy Director of the Office of Contracting (L4) between June 1978 and March 1981 and also served in other management positions in that organization (1973-1977). Mr. Kirk began employment with NSA as a General Engineer within the Facilities Engineering Division (L5) in 1961. He served in various technical, program and line management positions with the Engineering & Installations Organization until 1973. Mr. Kirk's initial association with NSA began in 1958 when he was assigned to the Agency under contract as an RCA Antenna Design Consultant.

Mr. Kirk graduated from the University of Baltimore in 1958 with a B.S. in Industrial Management. He studied Electrical Engineering at The Johns Hopkins University between 1959-1965. He attended the Department of Defense's Industrial College of the Armed Forces (ICAF) in 1972/1978 and participated in the seven-week Senior Program at the Federal Executive Institute (FEI) in 1982.

He became a Charter Member of NSA's Senior Cryptologic Executive Service in 1982. He was presented the NSA Meritorious Civilian Service Award in June 1981 and the Presidential Rank Meritorious Executive Award in August 1987.

Since his retirement, Mr. Kirk has been associated as a Security Consultant with ManTech International; ACS Defense in Columbia, MD; and Cubic Defense Systems in San Diego, CA.
